It came because of the laws of Newton. For every action there is an equal and opposite reaction. The action is being discharged into the water from the pipe under high pressure. The reaction of water into the tube by having the same force. The same concept can be used to explain how they propel a spacecraft.

On the black hole, I think it is because of the curvature of 3D space by gravity. This explains why a star's light bends when it comes between the sun and Earth. Not sure if this is the answer you want.
